Twinking is when you level a character to either level 10,19,29,39,49,59,69, and Once at the bracket you desire, you get the best gear possible. For 19's, most items are below 10 VP's, but other brackets could be more expensive. What is the point of twinking? The points of twinking is to enjoy pvp against either another twink, or a lower lvl and under geared player.

Level 19 rogue twinking guide
You twink by visiting the Experience Eliminator for your faction. The Horde Experience Eliminator can be found in Orgrimmar. I have been playing twinks for over 6 years—starting in vanilla and Burning Crusade and then taking a break until Mists of Pandaria. At one point both my Rogue and my Druid were twinks and playing in these low level battlegrounds sparked my interest in competitive PvP.
Which race you pick will determine the foundation of you character for the rest of your life in Norrath so it is kind of important you pick one you like. Most of the rogue races are quite well suited to the class, but there are some differences to note. Wood Elves, Dark Elves and Gnomes all have low strength however which is a large hindrance to to the overall damage output of the class. Barbarians and Dwarves on the other hand have quite high strength which is a definite bonus.
